Permits and licensing

E-services portal for permit and licence applications in Singapore

Episcript designs, builds and supports e-services portals in Singapore: online applications, Singpass and Corppass login, fee payment, officer approvals, permits and renewals, with AI we build in to check documents, answer applicants and draft letters.

For statutory boards, regulators, town councils and associations that take applications from the public or businesses.

Core modules

Core e-services portal modules

The modules a permit and licence application system starts with, from first form to issued licence.

Online form with an attached document, standing for online application forms

Online application forms

Build a form for each permit, licence or registration type, with document uploads, questions that appear only when they apply, and drafts the applicant can save and finish later.

Login screen with an ID card and a padlock, standing for secure applicant login

Singpass and Corppass login with Myinfo

Individuals log in with Singpass and businesses with Corppass, and Myinfo prefills names, addresses and company details where the form allows, which cuts typing errors before review.

Phone showing a payment confirmation beside a receipt, standing for online fee payment

Fee payment by PayNow and card

Application, licence and renewal fees are calculated from the form and paid by PayNow or card, with a receipt issued and each payment matched to its application.

Stack of applications with an approval stamp, standing for officer review and approvals

Officer review and approvals

Each submission lands in an officer review queue, moves through the approval levels you define, and can go back to the applicant with a request for more information.

Licence certificate with a seal and a reference number, standing for permit and licence issuance

Permit and licence issuance

Approval produces the permit or licence as a PDF with its reference number, conditions and validity dates, sent to the holder and added to your licence register.

Calendar with a bell and a renewal form, standing for licence renewals and reminders

Renewals and reminders

Renewal notices go out by email and SMS ahead of expiry, and the renewal form opens prefilled from the current licence for the holder to confirm or update.

Applicant portal

Online application portal for permits, licences and registrations

Applicants apply, pay, upload documents and follow progress from one portal account, on a phone or a desktop. Eligibility questions come first, so anyone who does not qualify learns it before filling in the whole form, and completeness checks stop a submission that is missing a required document.

  • Status tracking from submitted to issued, with an email at every change
  • Requests for more information answered in the portal, with the case on hold until the reply
  • One account holding every application, permit and renewal the applicant has
  • Business staff apply under their own Corppass login, on behalf of their company
  • AI features can read uploaded documents and flag missing or mismatched details

Licences and renewals

Licence management system for issuance, renewals and registers

Once issued, a licence stays a live record through every renewal, amendment and cancellation.

Permit and licence documents
Issued as a PDF from your own template with a reference number, conditions and validity dates, and reissued after any amendment.
Licence register
Every active, suspended, expired and cancelled licence in one register, searchable by holder, UEN, address or licence type.
Renewals and late renewals
Reminders sent at the intervals you set before expiry, late fees applied on your rules, and lapsed licences flagged for follow-up.
Amendments, transfers and cancellations
A change of address, a transfer to a new holder or a cancellation runs as a short application against the existing licence.

Module library

Add these as your licensing schemes need them.

Applicant self-service

Everything an applicant needs, under one login.

  • Applicant accounts

Individuals and businesses each hold one account listing every application, permit, payment and renewal they have made.

  • Saved drafts

Long forms save as the applicant goes, and a half-finished application can be completed later from any device.

  • Notifications

Status changes, payment receipts and renewal notices sent by email, SMS or WhatsApp, as the applicant prefers.

  • Counter appointments

Applicants book a slot to submit originals or collect a permit through counter appointment booking.

  • Appeals and enquiries

An appeal against a decision opens as a case linked to the original application and its full history.

Case handling and documents

Officers work every case from one screen.

  • Document management

Uploads are kept against each case with their versions, and a resubmitted plan never overwrites the original.

  • Internal notes and tasks

Officers leave notes, assign tasks and set follow-up dates inside the case, hidden from the applicant's view.

  • Workload and reassignment

Supervisors see each officer's open cases and reassign them in bulk when someone is on leave.

  • Referrals and comments

Send a case to another department or an external agency for comments, with their reply recorded against it.

  • Enforcement records

Record warnings, suspensions and revocations against a licence, each with the reason and the officer who approved it.

Fees and payments

Fees worked out by the system, never by hand.

  • Fee schedules

Set fees per licence type and period, including late renewal charges, and the form calculates the amount due.

  • Refunds and waivers

Fee waivers and refunds need a named approver, and each is recorded against the payment it reverses.

  • Receipts and statements

A receipt is issued for every payment, and licence holders download statements for any period from their account.

  • Finance system export

Payments and refunds post to Xero, QuickBooks or your finance system, with the case reference on each entry.

Reporting and governance

Know where every application stands.

  • Management dashboard

See applications received, in progress, overdue and issued on one screen, by licence type and team.

  • Audit trail

Every view, change, approval and payment is logged against a named user with the date and time.

  • Role-based access

Officers see only the licence types and cases their role covers, and applicants only their own records.

  • Public register search

Publish a searchable list of current licence holders where your scheme makes one public, updated as licences change.

  • Scheduled reports

Produce monthly and annual reports in the format your board or parent ministry asks for, from live records.

Scheme set-up

New licence types set up by your own administrators.

  • Form builder

Administrators add questions, document requirements and eligibility rules for a new licence type, then test it before release.

  • Workflow settings

Set the approval levels, referral steps and target dates for each licence type from an administration screen.

  • Letter and condition templates

Keep decision letters, permit templates and standard conditions in one library, with wording changes approved before use.

Custom build

Custom e-services portal built around your rules

Packaged licensing platforms suit bodies whose schemes match the product. When your licence types, fee rules or approval levels do not, we build the portal around them, moving paper and email applications online in stages, and change it when a scheme changes.

  • Released in stages, starting with one licence type from application to issue
  • Hosted by Episcript or in your own environment
  • Eligible for government grants
What a custom build changes
  • Your licence types, fee rules and approval levels, not the vendor's
  • Only the modules you use, with more schemes added one phase at a time
  • Changes made when a scheme or rule changes, not on a vendor's roadmap
  • Connected to the identity, payment and finance systems you already run
  • A Singapore team that builds, supports and extends it after launch

Questions

E-services portal FAQs

An e-services portal is a website where the public and businesses apply for permits, licences, registrations and renewals, pay fees and track progress, while officers review, approve and issue from the same system behind it.

A permit usually covers one activity, site or event for a set period, while a licence is held and renewed over years. One portal can run both, each with its own form, fees and approval path.

Individuals can log in with Singpass and businesses with Corppass, and Myinfo can prefill personal and company details where your form allows it. We build the login and prefill into the portal and test them with you before launch.

Applicants pay by PayNow or card at submission or on approval, through the payment gateway you choose. Each payment is receipted and matched to its application, and refunds and waivers are recorded with the approving officer.

The portal connects to finance, records and case systems through their APIs or scheduled file exchanges, so approved licences and payments reach them without retyping. We confirm each connection with your IT team during scoping.

We migrate them for you. We map your spreadsheets or current system to the new structure, run a test import for your officers to check, then load the final records on a cut-off date you agree.

It depends on the first release. A portal for one licence type, from application to issued licence, goes live sooner than several schemes with renewals and inspections, and we give you a schedule once the scope is agreed.

The portal is hosted by Episcript or in your own environment, depending on the agreement. Where it runs in your environment, we work with your IT team on servers, access controls and backups before launch.

Our solutions are eligible for government grants, which matters most to associations and other non-government bodies running licensing, registration or certification schemes. We set out how a grant applies to your project during scoping.

Personal data is protected through permissions, activity logs, consent records and access controls, which support your data protection obligations alongside your own policies. Officers see only the cases their role covers, and every change is logged.

AI features can be added, each built in its own phase using information from your system. They cover document checks, answers to applicants on WhatsApp and email, drafted letters, data questions and forecasts, all approved by officers.
